Primer teórico naval alemán, Mahaniano como Tirpitz y por tanto partidario de la batalla decisiva, pero pensaba que antes hacía falta una flota de cruceros de ultramar para fomentar los intereses marítimos alemanes. Influyó en Raeder. Sus ideas unidas a las del geógrafo Friedrich Ratzel (que usaba el término Lebensraum) de tono darwinista justificarían la concepción biologista del país como un ser vivo, y su necesidad de expansión, aunque a diferencia de Hitler, en este caso con preponderancia marítima (Keith Bird, p. 27):
